Review:

Pro:  non-noble hero and heroine.  He was a clerk and then a spy.  She was the daughter of a mill owner. 
Pro:  Exotic (for a historical) setting.  Russia.  This was NICE!

Con:  Heroine seemed confused about who she was from chapter to chapter.  She was by turns naive and knowledgeable. 
Con:  Hero was a jerk!  Such a jerk that I didn't want to see him redeemed by the heroine...I wanted him to go away.

p. 183 "I've never had such trouble focusing on a code in my life. Do you know how these tight nubs taunted me?"  I hate nubs...so this is as far as I got.
